The European Commission adopted two strategies for artificial intelligence in the EU

The European Commission has presented two strategies aimed at placing Europe at the forefront of artificial intelligence: an AI Implementation Strategy and an AI in Science Strategy.

The AI Implementation Strategy aims to promote the adoption of AI across all strategic and public sectors, including healthcare, pharmaceuticals, energy, mobility, manufacturing, construction, the food industry, defense, communications, and culture. It will support SMEs and help industry integrate AI into their activities. Specific measures include the creation of AI-based advanced screening centers for healthcare. To support these measures, the Commission is mobilizing around €1 billion. In the future, these sectors will be complemented by new initiatives in areas such as finance, tourism, and e-commerce.

The AI in Science Strategy positions the EU as a hub for innovation. At its core is the European resource for Artificial Intelligence in Science, RAISE—a virtual European institute for pooling and coordinating resources for the development and application of AI in science. The strategy introduces measures to attract global scientific talent and highly qualified specialists to the EU through the Choose Europe initiative. This includes €58 million under the RAISE pilot project for networks of excellence and doctoral training networks, aimed at retaining and attracting talent in the fields of AI and science.

In addition, €600 million from the Horizon Europe program will be dedicated to expanding access to computing power for science. This investment will ensure dedicated access to AI gigafactories for researchers and EU startups. The strategy aims to double Horizon Europe’s annual investments in AI to more than €3 billion.

The Commissioner for Startups, Research, and Innovation, Ekaterina Zaharieva, stated:
“With the AI in Science Strategy, Europe is taking a decisive step to remain at the forefront. We will give our researchers, startups, and SMEs the tools to turn ideas into breakthroughs, boosting competitiveness and paving the way from the lab to the market. RAISE will be the catalyst for resources, investment, and the attraction of leading talent from across Europe and beyond.”

Henna Virkkunen, Executive Vice-President for Technological Sovereignty, Security, and Democracy, said:
“Europe is well-positioned to become the continent of AI. With the AI Implementation Strategy, we will help our companies and key sectors—from manufacturing to healthcare and the public sector—leverage AI to deliver real benefits for EU citizens, strengthen their competitiveness, and reinforce technological sovereignty.”

The upcoming AI in Science Summit, organized by the Commission and the Danish Presidency, will take place on 3–4 November 2025 in Copenhagen, showcasing initiatives under the AI in Science Strategy, including RAISE.
